The United Kingdom and Southeast Asia: Some personal reflections

Richard Fell joined the Foreign and Commonwealth Office (FCO) in 1971, serving in the South Asian Department. His postings since then have included Ottawa, Toronto and Brussels and, in Asia, Saigon, Vientiane, Hanoi, Kuala Lumpur and, most recently, Bangkok where he was Deputy Head of Mission (1993-96). After spending 2000-01 at the Royal College of Defence Studies he was posted to Wellington at the end of last year.
